You right-click on your taskbar and then click on properties. Then you un-select 'Keep the taskbar on top of other windows'.

The task bar color can be changed via the Window Color and Appearance settings. Just double click on the clock on your taskbar. If you are connected to the internet, you don't need to do this. The time is automatically adjusted from the IP server.
I have XP, but have you tried right clicking on the desktop or at the bottom of the screen? When you right click, a pop-up box usually appears. Try right clicking on a few things (such as start button, etc...) until one shows taskbar.
Hit the Start key (the Windows icon). On the bottom type 'taskbar' and click on 'taskbar and start menu'. Then just make sure the appropriate boxes are checked. Then click 'apply' and 'OK'. Make sure you don't 'auto hide'. These instructions are for Vista.
