After returning the generator part to the power plant, go to the radio tower in Lavander town, talk to the guy in the brown suit and he'll give u the radio card EXPN. after u get it, go to ur radio, take the little blinking white dot, and drag it to the center star at top.
its not a item its in the pokrgear, click on the radio, then move the circle up in the middle in the center.
You can get to the PokéFlute channel on your PokéGear once you've Kanto Radio stations. Manually move the cursor to the upper area of the touch screen radio, and exit. Talk to Snorlax and it should wake up however in order to get the Kanto radio stations added to your PokéGear you need to visit the Radio Tower in Lavender Town after you have completed the Machine Part quest.
THIS WILL NOT WAKE UP YOUR POKEMON IN BATTLE
