The Vortex car can be purchased from Foreign power for a hefty sum, I think. Or you could find them free in 2 ways. 1: look around the Saint's Row district. 2: Drive another fancy sports car around and hope you bump into one. You can also try exploring all the hoods, since some vehicles are more common in certain hoods. Try the higher class ones.
