To get the woman to move, you have to dig in the trash can to the left of the popcorn cart and find the empty popcorn bag. The popcorn cart gives free refills and so you get some popcorn. Put the bag next to the woman. A seagull comes to eat the popcorn and scares the woman away. You can then use the metal detector to get the keys and some tokens too.
