there is no team plasma in pokemon platinum I think it was team galactic

You need Pokemon FireRed to do that, because Elekid(some holding said item) will appear at Valley Windworks if you put FR in the Advance game slot in your DS. It's best to have a Pokemon with the ability Frisk and Thief with you, that way, you don't waste time catching itemless Elekid.

In the last kanto leader geovanni. You get it no lower than level 29 no, in Pokemon yellow though, you get at route 17 or 18 by using a super rod. Its level is 25. pokemonyellowman245 Out of curiousity I surfed directly behind Valley Windworks in Pokemon Diamond and used a super rod and found a Shellder on my first try.

Not yet, though Plasma-dan (Team Plasma) appeared in 2 episodes. Unfortunately, airing of the episodes is delayed because of the recent earthquake in Japan. Other than that, Game Freak isn't saying anything about his debut.

No. It is attached to the plasma membrane though, which is important. The cytoskeleton gives cells shape and rigidity etc and so it is important for it to be attached to the plasma membrane. The cytoskeleton is composed of molecules that are located in the cytoplasm but that are attached to the plasma membrane via specific proteins. Hope that helps!
My personal opinion on plasma televisions is that, while they can be very entertaining and amusing, i would honestly prefer a 3d television, which is a higher quality of tv. Plasma tvs are functional because of their slim design though
