It is not possible to achieve more than one riding level at a time on Howrse. Here are the riding levels and details of when you can take them.

1 day registered - Groom
Riding Level 2
10 days registered - Riding Instructor
Riding Level 3
20 days registered - Open an EC
Riding Level 4
30 days registered - Access to BLUP, GP, and breed directory information
Riding Level 5
40 days registered - Farrier - Horn of Plenty
Riding Level 6
60 days registered on Howrse - Horn of Plenty
Riding Level 7
80 days registered - Horn of plenty
Riding Level 8
100 days registered - Saddler
Riding Level 9
120 days registered
Riding Level 10 (Bonus Level)
150 days registered
You must be riding level three.
you have to go on howrse every day for 20 days, on your 10th day do the test for riding level 2, on your 20th day awnser the questions for riding level 3.

Remembering, understanding, applying
Neon has the 1s2, 2s2, and 2p6 levels filled.
Since the achievements were removed, you now get the option of doing three lessons a day with your horses, instead of the normal two. The Third Lesson gives only 20e and no skill gain, regardless of which EC your horse is in.
