The 9th Gym would be Vermillion. It's the standard Vermillion Gym puzzle, search through the bins till you get a switch, the second one will be next to it. (Up, Left, Right or Down) - The Gym Trainers will take you this when you defeat them. It might take a few attempts, but it's not difficult.
