You might move boulders off of the seafloor cavern into a ship in order to examine the boulders. Often, this is accomplished using buoys that float the boulders from the seafloor to the ship.
To arrange the boulders in Seafloor Cavern in Pokemon Ruby, Sapphire, and Emerald, you need to push the two boulders into the holes to block the water flow. Start by pushing the boulder closest to the water source into the left hole, then push the boulder above it into the right hole. This will redirect the water flow and allow you to progress through the cavern.

You have to have strength...u get strength from saving a couple earlier on in the game..to teach one of your Pokemon strength you have to have a gym badge im not sure which 1 though..once you have that gym badge teach strengh to ur Pokemon and you will be able to move large boulders

You use Dive to get to the cavern and if I'm guessing right, the part that you're at is where it comes to a dead end. You simply press A and you will resurface.
