Well, this is an important question and i am glad you guys asked it. Surf eastwards from Cianwood city or When you are going towards Cianwood from Olivine city, you see a huge swirl of water, you use waterpool and cross it and then you will see a cave. Go inside the cave, the cave is the Whirl Isalnds I hope that helped :)
