He will battle you if you win he will drop the key take it and go to the elevator and go to B4 now beat the two rockets guarding the door then you must beat the boss and if you do take the item he left behind its a silph scope now you must go to lavendar town and enter Pokemon tower and beat the rockets and talk to mr fuji he will give you a pokeflute.
