u have to beat the elite four. after that, go to 1 island. celio will ask u to find the ruby. the ruby is in mt. ember. 2 team rocket dudes are near the front of the cave and are covering up a tunnel. u have to battle them to get into the cave.(don't worry. they're easy-their Pokemon are in the high 20's and low 30's.) go into the cave and retreive the ruby. then, go back to the Pokemon center and give the ruby to celio. he will ask u to also bring him the sapphire. he will give u the rainbow pass. it allows u to go to all the rest of the sevii islands, including 4 island.
