Pokemon Soulsilver and Heartgold has the 3 original starters, which 1 of them can be obtained after getting 16 Gym Badges. (8 from Johto and 8 from Kanto) For GBA, which also can be in the DS (Not in DSi and the 3DS family systems, though.), it would be Leafgreen and Firered.
There are only 16 gyms in total, (8 in Johto, 8 in Kanto) so there is no 17th gym. *There used to be a gym on Cinnabar Island, until it was destroyed by the eruption of the Cinnaber Volcano-some time between Pokemon Red and Blue/Firered and Leafgreen and Pokemon Gold and Silver/Heartgold and Soulsilver.*
beat the first 7 gym leaders of johto (assuming that you've already got the 8 first gym badges in kanto)
Firstly, have to defeat the 7th gym leader. Then you go talk to the trainer next to the Pokemon center on Cinnabar Island. He is the 8th gym leader of Kanto, Gary. Gary is in Viridian City.

After you acquire all 8 gym badges professor elm will call you and tell you he has something for you (Masterball).
There is no 9th gym in any Pokemon game. However, in Gold, Silver, Crystal, HeartGold, and SoulSilver, there are 2 sets of 8 gyms in 2 different regions: Kanto and Johto.
we can get 8 gym badges byfighting all the gym leaders in Pokemon pearl.
Once you gather all 8 Johto Gym badges Professor Oak will call you and tell you to visit him and then he gives you the masterball.
To get HM08 you must obtain all 16 badges (8 from johto, 8 from kanto), then talk to Blue at Cinnabar island (Viridan gym in the Europe version (I think...)).
