When you deafeat Morty, go to New Bark Town and use Surf and go to the side, there is water.

The answer above is correct a little but let me explain more. You can go to Kanto when you go to the pokemon League when you leave "New Bark Town" at the west side. There will be water and when you go past it and when you go on the land a man walks up to you and says "Did you know what you just did? You took your first step in Kanto!" Once you beat the Pokemon League and beat them you get a ticket to sail to Kanto (A city) and can continue your journey there. ( Professeur Oak gives you the ticket.)
(P.S When you sail after getting Surf it might not let you go to Kanto because there might be rocks in your way, it just MIGHT not let you)
