To get to lugia yo go to the 4th island get in side you need whirlpool and an escape rope an last about 45 ultra balls or 1 m aster ball . Then you go to the upper part of the cave. Then you will see a waterfall so go down it. Then you go in the cave. There is lugia. To get out like I said you need an escape rope. Save before battling lugia.You need to tell us if it's the fourth from cianwood or fourth from olivine

To catch Lugia, you must have the Silver Wing and the Tidal Bell in your Key Items section of your bag. Then you must travel to the Whirl Islands, go to a specific one that will allow you to talk to a man, who sees you have the Silver Wing, and lets you through. You travel to the bottom exit and there will be the Kimono Girls. They will perform a dance that will ring the Tidal Bell and two other bells. That will summon Lugia. Surf over to where Lugia is, interact with it, and then a battle will start. A good way to catch it is to lower it's HP (it's weak to Dark, Electric, Rock, Ghost and Ice) and then use a Net Ball. If you have it, use the Master Ball. But there are, of course, other Pokemon that can be captured by a Master Ball, but the truth is, to catch a Legendary or high levelled Pokemon, you just need a good strategy.
