You can catch Lugia by going to Olivine City and Surf down to go to Whirl Islands, go through the cave and then you'll find Lugia. Lugia is level 40 and knows aero blast and hydro pump so be prepared.
Once you've got 7 badges, go to the radio tower and get the tidal bell from the director and then go to the dance therter ,pass the test and get the silver wing.
Go to whirl islands and get lugi lv.45.

∙ 13y agoYou can find Lugia in the Whirl Islands behind a waterfall, but it will not be there unless you have obtained the silver wing and talked to the Kimono Girls. Then you can try and catch it, but I would suggest using a Master Ball.
