first you beat the 1st 8 gyms including the Pokemon league。then go to prof elm and he will give you a master ball。then go to ecruteak town andgo to the theater。talk to the people。then go to the wirl islands。lugia will be in one of them。 use the master ball to catch it。hope i can help you sammi wai
