I only know how to get a rotom in Pokemon D/P. I believe you go to the Old Chatuea (where all the ghastly's are) in the Eterna Forest. Go to the middle room up stairs and it will lead to more rooms. Go to the one with the TV and it will say there is a Pokemon in the TV and it wants to come out. Then it will ask you if you want to thump the TV. Click yes. The rotom is level 15. Try saving the game before you click on the TV so that if you beat the Rotom you can just turn of the game.
