In HeartGold and SoulSilver only Johto and Kanto are accessible. You will need to play other Pokemon games to see the other regions.

You can't. Like the Original Gold and Silver, Only Johto and Kanto are explorable. However, with the aid of certain radio programs, you can lure out Pokemon from Hoenn and Sinnoh. You can also use the Pokewalker to get some Hoenn and Sinnoh Pokemon.
