I'm pretty sure you can't.... If you know you can (even though i have many many doubts) you might be thinking of emerald, but it requires something: A GameShark, or some other cheats, or an event. But I'm almost 100% sure that you can only get to burnt tower in silver, gold, or crystal, and in the new games heart gold, and soul silver.
