In Saffron city, right next to the gym, is a fighting dojo. Enter the dojo and beat all the trainers. Afterwards, you will be able to choose Hitmonlee or Hitmonchan from two pokeballs at the top of the dojo.yea you go to the fighting dojo and beat all those karate fighting trainers.

The 8th gym uses ground and fighting type Pokemon such as Rhyhorn and Machoke. You should train up water, grass and flying types for the gym. For grass Pokemon train them fighting the trainers between Cinnibar Island and Pallet Town. Most of the trainers there will be using water Pokemon. For water and flying Pokemon, since you will have beaten the 7th gym by now, you can train on One Island, fighting the wild fire and fighting Pokemon there and also the trainers.
You can train your Pokemon by battling Wild Pokemon, fight new Trainers, or fight new Gym Leaders. It is recommended that if you are going to battle wild Pokemon, you should fight Pokemon relatively close to your Pokemon's level. Fighting new Trainers will provide more Experience Points than fighting wild Pokemon, though, making the training go by quicker.
