There are two ways to get to Fuchsia City:
1) Route 12. You will need a Pokeflute. You can get to Route 12 either by going south from Lavender Town or going east from Vermillion City. You will need to wake up the Snorlax blocking your path with the Pokeflute. Defeat or capture it. continue heading south and eventually west to reach Fuchsia City. There will be many trainers you'll need to defeat along this path.
2) Route 17 - "Cycling Road". You will need a Pokeflute and a bicycle. Head west from Celadon City. Wake up and defeat and/or capture the Snorlax blocking your path. Continue west. If you try to pass the guard in the building without a bicycle, he will send you back around. On Cycling Road, head south and eventually east to reach Fuchsia City. There will be many trainers here as well.
The Gameboy Color does not play GBA games. Pokemon Crystal Version would work, but Leaf Green would not.

Raikou is not available in Pokemon Red as it was introduced in Gold and Silver.
