How do you get to fucshia city in Pokemon FireRed?

2 ways both of them you will need the pokeflute. First way is by going west of celadon city moving snorlax by using the pokeflute then defeating it or capturing it then go down cycling road when you reach the bottom go east to reach the city. Second way is the longer way but go east of vermilion city past the big building then get rid of snorlax then go south past the long bridge then past the fence maze follow the path south then west to finally reach fuchsia city (that way has many more trainers as well).
