I'm not so sure there are such thing of 9 or 8 island but to get to islands 4,5,6,and7 you have to: Beat the Elite 4 then fly to Vermilion city ride the boat to 1 island talk to Bill's friend (Celio) he ask's you to find a ruby were the 2 rockets are at Moltres's hide out give it to Celio and... POOF!!!!!! your able to travel to 4,5,6,and7 island!!!!!!!!!!!!!!!!!!! I hope this helps
