after you get HM 05 flash from professor oaks aid (found after obtaining Hm01 Cut,then going through digletts cave and talking to professor oaks aid) then go to city and going through the house that was previously blocked by a cop...going south to vermillion there will be a tree you can cut down navigate your way through the trainers at the end you will see a tunner (rock tunnel) and flash will be needed...after you navigate your way through there will be a few trainers at the end then continue south (only way to go) and you are in lavendar town...hope this helps ^_^
