I assume you are talking about Nellis Airforce Base, home to the Boomer faction. To get into the Nellis airforce base without being killed by their weaponry, you must take a certain path leading toward the gate, taking cover everytime they begin shooting and moving everytime they must reload.
The easiest way to do this, is to talk to a man named 'George' outside the area, who will offer you a note with the required directions to get to the base. However, if you have killed George, then you will have to find your own way.
The weapons the Boomers are using, are not able to hit or injure you while you lay in cover, so to get to the Base, you must run from broken building to broken building. It is actually possible to do this, as inbetween many shots of their weapons, there is a small reload time which enables you to run through, unharmed.
