When you have spoken with Fiona, and acquired the ghost-hunting equipment from the bakery, you can get a photo of the Cemetery Specter and sell it to the bank. While you are depositing your payment at the bank vault, the newspaper is published. A ship arrives at the beach near the Inn, which you can use to travel to the Lighthouse (twice) and the prison.
