You have to complete the main story first, start the post game story, find and take care of Manaphy (you get it as a Wonder Egg in the Surrounded Sea), take on the mission after Manaphy hatches and gets sick a few days later that requires you to get a Phione Dew to heal Manaphy. Next, after a few more missions, Palkia will come at night, angry at the player for "causing" the distortion in the fabric of space, and take you to his lair, the Sky Rift.

You can evolve Pikachu into Raichu as soon as you have unlocked Luminous Spring and graduated from the guild however if Pikachu is your starter or your partner then you must finish all of the dungeons up to Spacial Rift and then go back to Spacial Rift and recruit Palkia then you can go back to Luminous Spring then you'll have the ability to evolve any of your Pokémon including your Pikachu however a requirement for Pikachu's evolution is that you need a Thunder Stone to be in your bag or in storage.

If you want to recruit him, you need to beat him in dark crater first, then go find the mystery part with this wondermail: NS9M R7R3 W1SX +3-1 03=# WJF% (you get it as the reward) then get the wonder mail code for the golden mask (its the reward again) and go to Miracle Sea 3rd floor. Darkrai will be there. Or, if you want both Dusknoir and Darkrai, take the mystery part and the mask with you to Spacial Rift 14th floor. They are both there. Latios and Latias are in spacial rift to.. Latias is on the 10th floor, and I think latios is on he lower spacial rift 14th floor?
