You mean Slough Creek? You have to defeat at least one wolf from each territory and then go back to each one to find a mate. Once you have found a Dispersal Wolf of the opposite gender of yourself, then you start saying nice things to them. Each time, a heart should show up on their side of the screen somewhere. The last thing you should say is "Let's start a pack together!"

Now you can go on to Slough Creek to have pups and find a territory.
