Well yeah pretty much what he said but I would just like to add one thing: No matter what-even if you have the worst luck ever-Dialga will join your team since it is one of those Pokemon that have a 100% recruit rate Have Fun! ;P

How do you finish it...? Just keep going up the tower's stairs. There's 13 stairs for Temporal Tower. And 11 stairs in the Temporal Pinnacle. Be at least level 45 when facing Dialga or you're possibly done for.

I haven't recruited him in Sky yet, but I'm guessing that you recruit him to same way as in Time and Darkness. Just go talk to Lapras at the beach and murdalize everything in the Hidden Land and Temporal Tower. Dialga Recruit Rate:Just kill him. He'll ask you to join, and it's not inside the battle. It's just in a cutscene.
