Well, to get to the sixth gym, which is in Canalave City, you have to cross water, therefore, you need HM Surf. Go back to Jubilife City and go to the fishing area. Go the the highest point of the wood, and surf. Continue left the whole way over. There are a few people that you can battle on the way into Canalave City, if you desire. Follow the path, et voila!
