From Notre Dame to the Arc: the easiest way to go is metro line 1. First go to either "hotel de ville" or "Chatelet" metro stations on the right bank of the Seine (five minutes by foot from Notre-Dame). Follow directions towards "La Défense", step down at Charles-de-Gaulle-étoile.
If you want to walk all the distance (3 miles) to the Arc, follow the Seine downstream until Place de la Concorde, and from there walk up the Champs-Elysées.
