To get to the kanto region you have to beat the elite 4 in victory road then when you become the champ you go to Elm and he will give u the s.s. aqua ticket then you will ride the boat to the kanto region. There you go :)
beat the Pokemon leaug then go to pro elms lab and get the tiket for the ship vermillion city
After you defeat the Elite Four and the Champion, Professor Elm gives you a ticket for the S.S. Aqua, which will take you from Ollivine City to Vermillion City in Kanto. After that, you'll be able to go between Kanto and Johto at will.

∙ 13y agoIn Heart Gold and Soul Silver you start of in Johto. So to get to Kanto you have to defeat all 8 gyms in Johto and defeat the Elite 4 and the Champion - then you will get access to the Kanto region.

∙ 13y agocomplete the game by defeating the elite 4 and the champion then fly to olivine city and go near the ship port and professor oak will be there. he gives you a ticket to go to kanto then go in the port and talk to the man at the counter then solve the problem on the ship and either have a sleep on your bed or after you complete the problem you will be in kanto at vermillion city.

All you can do is put your Pokemon Leafgreen or Firered inside your DS, and migrate the Pokemon from the GBC Pokemon Game!
