After beating Clair you have to defeat the 5 Kimono Girls and then they'll give you a special item that's needed and then take it to the Whirl Islands (in SoulSilver) or the Tin Tower (in HeartGold) and find the entrance that'll lead you to where Lugia (in SoulSilver) will be at or climb to the top of the Tower in "HeartGold" to locate Ho-Oh. You must defeat or capture Lugia (in SoulSilver) or Ho-Oh (in HeartGold) in order to advance to the PokÃ©mon League and then after beating the Elite 4 and the Champion you'll be given a special boat ticket that will take you to Vermilion City in Kanto.
