How do you get to the Pokemon tower?

Once you have beaten the Pokemon league, you go to this sailor in Snowpoint City, and he will take you to the Fight Area, or something to that effect. From there, finding the tower should be pretty easy. If I am thinking of the wrong tower, please forgive me. :)
