Assuming your question is regarding the cannon on Sentinel Beach in Precursor Legacy... You first need to go to the Forbidden Jungle and turn on the Blue Vent switch in the Temple. After that, you can go back to the beach and the now open vent will allow you to use the launchers, creating a path to the tower.
