Well, Blue is the last gym leader. He is at Cinnabar Island. But first you must defeat Blaine. Who is at Seafoam Islands. Once you defeat him you go to Cinnabar and talk to him. He will say You really want to battle me? Then he goes back to the gym. But trust me , when you get to his gym, he is hard to get to and hard to beat. It took me two tries!
