Let me just tell you. You need to rescue the (third) spy in the greenhouse. On Spy Island, each rescued spy gives you equipment to help you with the next step of the quest. Once you use the Chameleon Suit to rescue the first spy (at the docks), he gives you the Laser Pen, which lets you rescue the second spy (on Toupee Terrace) and he gives you the Grappling Bowtie. The third spy has the Ultra Vision Goggles that can see lasers. This and the Fingerprint from the BAD Bistro will let you enter the BAD control station on the right side of the island.
