This will take you to a Waterfall (make sure you have this HM before you even attempt to leave Sunyshore), head up the Waterfall and through Victory Road (you will need Rock Climb and Strength). At the end you will face your rival. Defeat him and head outside. After that's just a case of heading up the waterfall again and there you are.
