After finding Huey and Dewey, follow the hooded figure from Third District back to First District through big doors, then everyone will seem to have disappeared. Find and beat the system sector on one of the doors in First District, then talk to Cid (once everyone reappears). Return to Second District and go to the northern white building (the old Gizmo factory wall). Louie is invisible but on top of that building, so find the system sector near the northwest corner on one of the doors. After beating that sector, Louie will be on the Gizmo Shop's rooftop. There's also a Rare Prize Blox up there nearby.

after you go to second district you jump down and keep going straight and make a turn you will see a door go through there you will be in third district or you can go out of the gizmo shop and keep going jump on the building and keep going and then you jump down the square or you can go in first district and go through the door you will end up in third district
