you have to go south of cerulean city (go through the house where the police is standing and the go around to get to route 5). but you cant go through the gate just yet. instead go through a little terminal thingy that has an underground route. you will end up on route 6 which leads to vermilion city. to get to the actual gym, you need cut again.
