When you reach the height limit, you are forced to build a basement, then discovering the treasure chest!!!
:) I already knew it cause I have the treasure chest.. All you have to do is build your tower high enough then you can have a basement .. When you get that basement you can go get the treasure ...hope this helps :)
Eventually your tower gets so high you find the chest and they make a lab and you can make VIP 'S from people Hope this helps

I contacted Zynga support about it and this is their reply: Hello Tower Owner, Thank you for contacting Zynga! I'm the Receptionist Bell and I understand that you can't build more than 87th floor also you want to know about the chest beneath the basement. Congratulations on reaching the Maximum floor level of Dream Heights! Stay tuned as Dream Heights is always expanding. Additional floor levels will be unlock soon. Also regarding the basement, the chest beneath is just a decoration of the gameplay but I will consider it as a suggestion and will forward it to our Development Team for future reference update.
You can't get it :( the zynga customer support has told people time and time again that is only a decoration..... But the will consider making it part of the game. So to answer your question "zero people"
The empty sprayer is in Dr. Hare's dream, at the bottom of the 2nd level of the anthill. To fill it, you need the Grog-based Turpentine from Captain Crawfish's dream. (The red key over the door opens the bottom level chest, where the Stopwatch is. The green key above that chest opens the chest at the upper left side, for the Turpentine.)
The sprayer is at the bottom of the second level of the anthill in Dr. Hare's dream. You need the turpentine from the upper chest in Captain Crawfish's dream.
Neither of them. The sprayer is at the bottom of the second level of the anthill in Dr. Hare's dream. The chests in Captain Crawfish's dream have the Turpentine (to fill the sprayer) and the Stopwatch for the Binary Bard's dream.
