After you've beaten the Mistralton city gym, you can go to Twist Mountain.
Instead of going to Celestial Tower, take the path just to the right of it, and you'll need to fight a couple of trainers, but then you'll get there. Make sure you heal after fighting the trainers, because Cheren will battle you.
