There really isn't a first sage, since you can do either sage temple in any order. The Wind Sage is Makar, the Korok you saved from the Forbidden Forest. You can find him under the waterfall on the path into the Korok's home. You have to use the Grappling hook to swing under the water fall. The Earth Sage is Medli, the Rito girl you befreinded on Dragon Roost. You can find her playing her harp outside the Rito Village on the cliffs.
