you have to unlock the 8th gym.and to do that you have to surf down from mossdeep city until you find deep water,then dive and find a cave then go in it and dive up and you will find a seafloorcavern.when you get to the surf part make sure you go through the top left door. and then your are going to find kyogre and archie.after you have to go to the cave of origin in sootopolis.when you get to a searten part,you have to catch or beat kyogre,then when you get out the 8th gym will be unlocked.
