Plug it in. There are probably two cables, one for power one for data. Windows should recognize it and offer you to format the drive if it is not formatted already.
If you mean how to find your hard drive, you would open the area called Computer or click on the Libraries from the taskbar and then look for Computer in the listing on the left pane and expand it. Or you can enable the Computer icon on the desktop and click on it just like "My Computer."
