You can get a Tyroge from the Karate King in Mt. Mortar in the Johto region. To get to him, you need to use the middle entrance of the cave. If you have a Tyroge with equal attack and defense stats, you will get a hitmontop at level 20. If the attack is higher, you will receive a Hitmonlee.
