you need the national dex then go to hearthome city then go to the house beside the Pokemon center then talk to the girl then she will give you a lv. 5 evee then lvel it up (in the night).

well, umbreon can be a boy or girl. but in Pokemon rescues if you're an eevee and evolve into umbreon then it depends on your gender. in the Pokemon pearl and diamond there r mostly boys, well in my game.
To obtain an Umbreon in Pokemon Pearl, first you must obtain an Eevee and raise it's happiness. Once two hearts appear in the respecting poketch application you level it up BUT it must be during the night.

I don't know anywhere you can technically 'catch' and umbreon. You can catch an Eevee in the game though to evolve into an Umbreon from the Trophy Garden (for Pearl/Diamond/Platinum I believe you can either trade/migrate from Pokemon XD: Gale of Darkness, Pokemon Colluseum, FireRed, LeafGreen, Ruby, Sapphire, or Emerald or with someone else who has one in diamond, pearl, ect. as well)

To get an umbreon you first have to receive an eevee, you can get eevee from bebe in hearthome city. After that you must train it during the night ( 8pm-4am) and rise its friendship level, then it'll evolve into an umbreon. Tip: let it hold a soothe bell, it'll raise the friendship level faster. hope this helps ^^
