You have to get all the gold bricks. Then you go to Diagon Alley, down to Borgin & Burkes, and make the door wit Wingardium Leviosa. Finish the level, and you will have unlocked Voldemort (but you'll still need to buy him). Only thing is, after you unlock him, you can't go back into the castle, only replay levels.
