Well you need exactly 128 stars. If you have more you can't get him this Way. Then get exactly 128 coins on every course. Then start the game 128 times. Then make sure you have all Luigi's minigames and when you have them all, get 128 coins on all of them. Then eat 128 goombas with Yoshi on any course. Then beat koopa the quick between 1.28.00 and 1.29.00 with Mario. Then go to the Empty room 127 times and on the 128th Time you will get Waluigi.
This is just one way so if you have 129+ stars then get him another way.
