You need to either get the file converted to a VCD/SVCD/DVD format and burned onto a disk for use in a DVD player, or have a 'puter with a card capable of providing wither composite or RF output for your TV's use.
The easiest way is to get a Wii and use the internet function. That is how I do it.
You can turn a web cam into a TV video cam by connecting the web cam to your computer and then connecting your computer to the television. Depending on the type of web cam, you may be able to connect it directly to the TV.
